• The development within the paper industry during the last decades has been in the direction of increasingly higher levels of automation of the production process. This technological development has gradually changed the process operator's work situation. In this perspective, a development program for process operators was implemented and carried out at Holmen Paper AB. The results indicate that program implementation and integration between learning and work were difficult to realize in practice. Several factors creating barriers to implementation and learning were identified. Two of the main factors were time restrictions due to the organization of the production, and a lack of competence for planning and organizing this type of development program within the company.
